Short Summary

Set strategic directions using engineering approach strategy to plan and schedule that will have a significant impact on customer satisfaction, corporate financial results, and employee morale. While developing and implementing strategic direction for the Facilities and Engineering department by providing engineering expertise.

P.Eng is a requirement.

Ensure that engineering risks are identified and managed, while providing active support on engineering challenge. 
Ensuring that work originating from engineering department is in compliance with all legislation and codes having jurisdiction in Ontario, and providing the support of operations in the design and scope of local consulting services that may involve building retrofit work.
Ensure proper engineering procedures, corporate guidelines and principles are adhered to 
Conduct building inspections and monitor the efficient operation and maintenance of building structure, mechanical systems, electrical systems, life support systems and HVAC systems.

Job Description

Formulate the annual department operating and capital budget  
Determine the best and most economical approach to accomplish tasks and projects by investigating multiple methods with available resources and consultants.  
Responsible for finding the optimal balance of financial return fulfilling the Company’s relevant corporate social responsibility (CSR) criteria. 
Manage closely on a weekly basis all department expenditures 
Track productivity of both internal and external staff. Coordinate the efforts of internal and external project control resources. Make recommendations as required to achieve project goals within budget. 
Plan to save budget through initiating energy savings programs with track records 
Responsible for the management of purchase requisitions and purchase orders in line with Canada Lands Company’s procurement and contractual policies and procedures and to ensure full compliance of Delegation of Authority policy 
Responsible for drafting and reviewing legal documents, including Construction Agreements, Licensing Agreements, Master Service Agreements, and any such legal agreement that pertains to both the Facilities and Engineering department and the CN Tower. 

Maintenance 
Lead preventative maintenance program  
Direct supervision of the Structural Work Program with associated consultants, engineers and specialized work crews

Direct management of facilities and engineering staff and trades (non-unionized)

Manage outside contractors that provide essential services to the Tower, such as HVAC, Elevators, Generators, Janitorial Services etc. 
Coordinate/ attend all power shutdowns and scheduled generators maintenance 
Maintain a high level of service to grounds surrounding the tower, landscaping 

Tenant Management - Ensure a high quality of service excellence to all building tenants and responding to facilities or engineering inquires accordingly and investigate any tenant complaints. Attend meetings as required with tenants (mainly broadcasters) 

Department Management 
Identify, schedule and assign work and projects with department managers, Directors and the Chief Operating Officer’s office as needed 
Attend all meetings (management committee meeting included) that pertain to the operations of the Tower 
Provide ongoing coaching and counseling, both informal and formal (PMR) to assess the process of development of staff and their objectives; create customized coaching strategies as required. 
Formulate annual budgets and department financial and operational controls 
Review suppliers and contractors, and approve purchase requisitions and invoices

Qualifications

A relevant college diploma or university degree in Engineering required and Building Operations and/or Facility Management or equivalent is an asset.
P.Eng is required 
A minimum of ten (10+) years of related experience in facilities/engineering management is required 
Plant equipment experience i.e. (Chillers, cooling towers, transformers, switch gears, etc.) an asset 
Knowledge of building construction and renovations is required 
Knowledge of building trades repairs and maintenance is required 
Knowledge and integrated understanding of the physical plant and facilities services operations of a large, complex facility 
Knowledge of building maintenance and WHMIS is required 
Previous supervisory/management experience required 
Ability to work under pressure to meet deadlines, conflicting demands, frequent interruptions, and heavy workloads 
Must be able to function well under pressure in an emergency situation 
Superior organizational skills necessary to prioritize and coordinate multiple projects; and skill in organizing resources 
Ability to develop and maintain recordkeeping systems and procedures 
Knowledge or experience in the hospitality or entertainment sectors would be a definite asset 
Demonstrated experience in a senior management role, with a broad business perspective 
Knowledge of Tort Law and experience with drafting contracts and agreements is required 
Maintain a 24 hour/7 day per week on call status in case of emergency. May require resolution of issues onsite during off hours (evenings and weekends) 
 

Working Conditions

Work involves medium exposure to unusual elements, such as extreme temperatures, dirt, dust, fumes, smoke, unpleasant odors, and/or loud noises.
Ability to work in varying weather conditions (including but not limited to cold and hot weather, rain and windy conditions).
Ability to crawl, climb (i.e. a ladder), enter confined spaces and work at heights.
Flexible to work rotating shifts, which includes but is not limited to evenings, weekends, holidays and overtime as required.
Department uniforms are provided to protect personal clothing from wear and damage. Approved uniforms are to be worn during working hours. Dress codes are in effect as per the standard policy and procedure.
