Short Summary

The Access to Information and Privacy Specialist (“ATIP”) is responsible for managing and processing all access to information requests and privacy requests, and for preparing statistical reports and annual reports, for Canada Lands Company Limited and its subsidiaries (collectively, the “Company”). The ATIP specialist reports to the Assistant Corporate Secretary and Manager, Legal Services and works within the Legal Department. 

Job Description

ATIP Management:  

  • Subject matter expert in the leading, planning, coordination and delivery of privacy and access requests, ensuring all privacy and regulatory compliance and requirements.  
  • Manages and processes   Access to Information Act requests and Privacy Act requests within statutory timeframes, which includes, but is not limited to, the following activities: 
  • Accurately recording, tracking, and filing of requests. 
  • Preparation of receipts and correspondence for requesters. 
  • Liaising with corporate and regional staff for the production of records. 
  • Communicating effectively with requesters. 
  • Requesting and managing appropriate extensions; 
  • Review and redaction of records in accordance with the applicable legislation.  
  • Preparation of exemption and redaction justifications. 
  • Preparation of release packages; and 
  • Responds to any ATIP complaints. 

Legislative Compliance and Reporting:  

  • Coordinates and liaises with government. 
  • Prepares Access to Information and Privacy Act statistical reports and annual reports for the Company. 
  • Assists in completion of, and ensures monthly publication of, summaries of completed ATIP requests on Company’s websites. 
  • Provides advice and guidance and researches on the application and interpretation of the ATIP legislation and related instruments on disclosure, non-disclosure, exemptions, exclusions, fees, legislated timeframes to managers, employees, third party representatives, and applicants while negotiating the resolution of complex cases. 
  • Anaylzes, researches, and reviews documents for disclosure in accordance with the ATIP legislation, Treasury Board policies, and guidelines, and jurisprudence.  

Stakeholder Engagement:  

  • Engages and negotiates with requesters and third parties on timelines, scope of requests, and relevant ATIP exemptions and disclosures. 
  • Collaborates with the Assistant Corporate Secretary & Manager, Legal Services  to accurately represent the Company in dealings with the Treasury Board Secretariat, the Information and Privacy Commissioners and other government departments and agencies regarding the application of the Acts as they pertain  to the Company. 
  • Designs and delivers ATIP training programs for Company employees  

Qualifications

  • Post-secondary degree or diploma in related field required. 
  • Minimum of seven (7) years of experience in an access to information or freedom of information department (with preference given to experience with federal Access to Information Act). 
  • Certificate in Information Access and Privacy Protection preferred. 
  • Comprehensive knowledge of: Access to Information Act and Privacy Act  
  • Analytical, decision-making and problem-solving skills to evaluate various access to information requests and interpret legislation.  
  • Ability to manage sensitive information with discretion and in accordance with privacy legislation. 
  •  Experience with voluminous and complex access and privacy requests. 
  • Experience supporting multidisciplinary teams and the ability to balance a wide variety of priorities with minimal direction 
  • Demonstrated flexibility, organizational and time management and attention to detail skills. 
  • Excellent verbal and written communication and presentation skills with strong attention to detail. 
  • Must be proficient in standard MS office software and equipment. 
  • Bilingualism (French and English) required.
