Short Summary

The Senior Development Manager – Environmental provides project management functions to ensure compliance with applicable regulations for real property located within the National Capital Region by managing, monitoring, and reporting on all environmental, planning, sustainability, engineering, construction and servicing aspects and related activities with particular emphasis on project schedules and the timely implementation. Maintains and creates value through efficient financial budgeting and expense control, risk management and all other operational aspects.  

Job Description

  • Provides development services to the Senior Director, Real Estate to assist in delivering real estate projects within the constraints of schedules, budget and scope, including: 
  • Developing and overseeing/implementing project plans;
  • Overseeing the procurement and selection processes for consultants and contractors, including overseeing development of scope of work statements;
  • Organizing and chairing project team and consultant team meetings;
  • Ensuring the proper production and maintenance of project documentation;
  • Ensuring that all pertinent documentation is appropriately classified; and
  • Managing the work of external multidisciplinary team (appraisers, architects, planners, engineers, contractors, developers, builders, etc.) in the achievement of project objectives.
  • Monitoring and managing project schedules and budgets;
  • Ensuring that all pertinent documentation is appropriately classified; and
  • Provide oversight of CLC’s environmental engineering consultant and their associated works required to achieve environmental compliance including but not limited to obtaining required Records of Site Condition (RSC) as per Ontario Regulation 153/04 as amended.
  • Complete a technical review of all environmental investigation reports and related materials submitted by the CLC’s consultant and correspondence with the Ministry of Environment Conservation and Parks and Ministry of Labour as required.
  • Provide technical support for environmental remediation , hazardous material abatement and demolition projects
  • Analyze scientific data and do quality assurance reviews. 
  • Monitor the progress of environmental programs.
  • Monitor the progress of environmental approval applications including Record of Site Condition submissions.
     

Qualifications

  • Post-secondary degree or diploma in Environmental Sciences or related field and/or significant related experience required.
  • Minimum of five to seven years of previous project management experience required, including scheduling, budgeting and cost control.
  • Demonstrated experience on multi-disciplinary land/re-development teams.
  • Sound knowledge of municipal government organization and structure.
  • Comprehensive knowledge of environmental regulatory approval processes and site servicing requirements - direct experience in Ontario a definite asset.
  • Knowledge of development related environmental issues, requirements and remedies.
  • Demonstrated experience in securing environmental regulatory approvals a definite asset.
  • Advanced knowledge of Excel, Word, Outlook and Powerpoint required.
  • Working knowledge of Microsoft Project and AutoCAD an asset.
